The 1866 Consular Regulations (art. 106) provide that “objects and funds deriving from successions delivered to consuls by the local authority or by agents, and those also deriving from successions of nationals administered and settled by them” are to be considered deposits and kept as such in the consular chancery.
Article 113 consequently establishes the responsibility of consuls for sums, valuables, goods and movable effects deriving from nationals’ successions, to be recorded in a dedicated register (art. 115).

The register, to be instituted in all consulates, is described in Article 111: “a register, with an alphabetical index, for the accounting of successions administered or settled by them. Receipts and expenses relating to individual successions”, the article states, “shall be entered in dedicated columns, and each succession shall have a sequential number”.

Documents and related correspondence collected in the “Successions” series files were to bear on the cover the name of the deceased and the succession number.
