Article 20 of the Consular Law of 1866 establishes that consuls hold the status of civil status officers with respect to nationals. They receive birth, marriage and death records of Italian citizens, and declarations relating to citizenship.
Article 31 of the 1866 Consular Law also provides that acts be recorded in duplicate registers. One register was deposited in the consulate’s archives—where it most likely still remains—while the other was sent to the Ministry of Foreign Affairs.
