Article 79 of the Consular Regulations provides that no postal expenses may be reimbursed other than those incurred for official service letters and packets.
The consul must therefore record incoming and outgoing letters in a dedicated register, indicating origin/destination and the relevant fee. An extract of this register, authenticated by the consul, is sent to the Ministry of Foreign Affairs at the end of each quarter.
