The registers of nationals/protected persons allow the consul to know to whom protection is due and are therefore an essential tool for performing the function.

The registers provide substantial information on protected persons (biographical information) and on the reasons given to justify admission to protection. The indexes, datable to the second half of the XIX century, on the basis of the transfer lists to the Ministry of Foreign Affairs, refer to nationals’ files, most likely still held in the consular archives of the Cairo representation.

The registers are provided for by Article 24 of the Consular Law of 1866 (register for the enrolment of nationals residing in the district).

Enrolment entitles the person to receive a certificate attesting membership of the nation.

The consul is the protector of the citizens of the State by which they were appointed.

Protection is guaranteed by possession of citizenship. Belonging to the nation also entails oversight exercised by the consul and their office. Protection may extend to foreigners without representation and may also be granted to local subjects; in this case they enjoy the immunities and privileges provided, under the regime of the capitulations, for subjects of the host nations.

Consuls “assist and protect nationals, safeguard their interests, especially when absent, and exercise with regard to them the administrative acts permitted by local laws and customs” (art. 23).
