Article 113 of the 1866 Consular Regulations establishes the consul’s responsibility for sums, valuables, goods and movable effects deposited ex officio in consular chanceries.
Article 115 provides that every deposit or withdrawal must be recorded by minutes entered in a dedicated register, indicating the currency and the values/objects deposited or withdrawn, their origin, and the reason for the deposit.
