The records produced in 1915–1924 are organised in fixed positions, i.e. predetermined files in which documentation was filed by subject in chronological order.

The files are titled by recurring procedures or issues (management of the consulate, tariffs, transcription of civil status acts), by types of correspondence/acts (complaints, requests for information and/or documents), and by type of correspondent (individual ministries).
In general, these files contain loose documentation that does not give rise to large and/or complex case files. A position may be internally subdivided into subfiles (broken down into minor topics) when matters become significant.
