The Consular Law of 1866 provides (art. 14) for the possibility of granting subsidies and paying for the return to Italy of indigent nationals or shipwrecked persons within the district.
The expenses, borne by the State, had to be advanced by the consul, who would then request reimbursement, but only in the cases contemplated by the Regulations.
The “assistance” function, understood more broadly, could be partly delegated to charitable and recreational associations and bodies; in that case, the consulate exercised oversight over the bodies entrusted, in some form, with the function.
